MORTGAGE RESCUE? The Obama administration is reportedly mulling a mortgage rescue plan aimed at jumpstarting the economy through a program of refinancing government backed mortgages. The plans must help a broad swath of homeowners, stimulate the economy and cost next to nothing. Too many homeowners are either under water or their credit is so tarnished they cannot refinance.
